The Convertible Deluxe allows the user 4 ways to carry; Chest Pack, Fanny Pack / Butt Pack, Fuccboi Carry (cross body), and Plate Carrier drop-down. Additionally you can also fold down the flap, remove the straps and use it as a wallet, DOPP bag, electronics bag, etc.
Yes it fits a 19 w/ light, RMR and magwell (albeit tight with all 3).
